Cambodians are Praying for 5G to Ease Data Congestion and Increase Speeds

Cambodia’s mobile-dominated telecoms sector spent the last couple of years battling two major challenges: the global pandemic, and the government’s retraction of trial licenses for the rollout of 5G.

Citing concerns about wastage and inefficiency occurring if each operator built a separate 5G infrastructure in order to maximise their own network’s coverage (and, presumably, to capture greater market share), the regulator withdrew the licenses that the operators had been using for their 5G trials. This was despite all of the operators having already announced a successful completion of their trials. More than a year later, the market is still waiting on the government to release its 5G policy and roadmap, along with the allocation of spectrum and approvals to permit commercial operation. 

In the meantime, the mobile network operators have maintained their focus and investment strategies on upgrading and expanding their existing LTE networks around the country, and to 5G-enable their base stations. When the 5G market eventually arrives, the underlying infrastructure will at least be ready to support a rapid adoption of the higher-value applications and services.

Overall, the mobile market fell back slightly during 2020 and 2021 (in terms of total subscriber numbers) as the Covid-19 crisis wore on, but it remains in relatively good health as mobile users increased their data usage over the period. Likewise, the mobile broadband market experienced a small but very rare contraction in 2020, although penetration rates were already very high in this area. There is likely to be a quick rebound to previous levels once economic conditions stabilise, followed by a modest rates of growth over the next five years.

The number of providers in Cambodia has decreased from 9 to 3 in recent years, currently there the main operators are Metfone (by Viettel), Smart (by Axiata) and Cellcard (by Mobitel).

2G/GSM is on 900 and 1800 MHz, 3G on 2100 MHz and 4G/LTE has started on Metfone, Smart and Cellcard so far on 1800 MHz (band 3). 

According to the most recent Open Signal report on Cambodia 5G remains some way off, with a representative of the Ministry of Post and Telecommunications saying that both the release of the 5G roadmap and the assignment of 5G spectrum to operators will hopefully occur in 2022. In addition, Cambodia’s mobile networks are struggling under the weight of the nation’s high data consumption. In the Quantifying the Impact of 5G and COVID-19 on Mobile Data Consumption report, it was found that Cambodian users consumed a staggering 15.9 GB of data per month on average in Q1 2021, up from the 13.6 GB/month observed in Q1 2020.

Back in June, Smart Axiata’s CEO Thomas Hundt said that high data consumption had “loaded the 4G network to a level where the operators can’t fully satisfy the expectations from the users in terms of speed anymore”, but he also indicated that this congestion would ease once 5G is deployed.

The market leader Metfone currently has registered up to 9 million subscribers, occupying 50% of the market share. 

Metfone, has recently signed a credit package contract with MB Cambodia for the upgrade and expansion of its telecoms network, reports Khmer Times. Under the agreement, MB Cambodia, a branch of Vietnam’s Military Commercial Joint Stock Bank, will provide a credit package with a limit of up to USD100 million.

Metfone has developed the School Information System (SIS) to promote online learning to ensure students were not deprived of education during the health crisis. The SIS platform is equipped with a range of useful features, with documents able to be stored and retrieved quickly, and its digital archiving system enables school information to be stored securely and safely, unlike in physical form where documents can get damaged. Metfone plans to make the system available for all schools across the Kingdom.

Smart, a.k.a. Hello Axiata and Smart Mobile, is the 2nd provider in Cambodia. They were the first network to have started with 4G/LTE in 2014. 

Smart Axiata has invested more than $90 million in its wireless network in 2021. The operator aims to expand and improve its network to ensure stable and fast mobile broadband connectivity for its eight million subscribers. The main focus of the upgrade will be on enhancing the 4G LTE network. However, Smart also intends to ensure the network is ready for a major 5G upgrade once the government gives 5G the go-ahead. In fact so strong has been the adoption of 4G by Smart’s subscribers, that it has plans to shut down its 3G network over the course of 2021 and repurpose the residual frequency spectrum used for 3G to 4G. Smart currently operates approximately 3,000 network sites across Cambodia, allowing its subscribers to use a 4G LTE network that covers 91.5 percent of the population. By the end of 2021, Smart Axiata had planned to add 350 sites to meet the growing demand for robust and dependable connectivity. Existing network sites will receive substantial capacity upgrades.

Smart Axiata has conducted a live 5G trial in the capital Phnom Penh using a mobile device from Chinese equipment vendor Huawei. The firm said that when commercial rollout begins in the next few years, 5G coverage will initially be centred on ‘hotspots’ in major cities. According to Smart Axiata’s CEO Thomas Hundt:

‘Our mission is to enrich the lives of millions of Cambodians through world-class networks and exceptional digital experiences, which is why we invest USD70 million to USD80 million yearly, primarily in network infrastructure, to improve mobile broadband connectivity across the Kingdom. Trust that we will continue to improve our existing 4.5G service while preparing for future technologies like 5G in parallel.’ 

Cellcard (a.k.a. Mobitel) is the 3rd provider in Cambodia. In 2015 they started with 4G/LTE in Phnom Penh, Siem Reap and 5 other towns on 1800 MHz (band 3). They currently have approximately 3 million subscribers. 

During the Pandemic they ramped up efforts to keep communities connected during lockdown by installing more than 169 new 4G LTE sites. The Proudly Khmer and only 100% locally owned mobile communications company. In addition to the new sites, Cellcard engineers installed small cell solutions for indoor coverage at hospitals and community venues and invested in three new mobile Cell on Wheels solutions to add coverage and capacity to outdoor locations to support the Ministry of Health’s response to the pandemic at key treatment sites and test & vaccination centers.

The work is part of Cellcard’s continued long term investment in network expansion which will see a total of 500 4G LTE sites added in Phnom Penh.

Ireland's new 5-year Roadmap to bring 5G connectivity to the nation


Ireland’s telecom market has been boosted by the economic recovery seen during the last few years, emerging from a period in which it had been held back by low broadband uptake, reduced investment among operators and lower spending among consumers. This optimism has been seen in operator investment in extending fibre-based networks providing 1Gb/s services, in the government progressing with the national Broadband Plan (with the NBI starting work on the network build in January 2020) and with plans to auction spectrum in a range of bands suitable for 5G services later in 2020.

However the current outbreak of the Coronavirus is having a significant impact on production and supply chains globally. During the coming year the telecoms sector to various degrees is likely to experience a downturn in mobile device production, while it may also be difficult for network operators to manage workflows when maintaining and upgrading existing infrastructure. Overall progress towards 5G may be postponed or slowed down in some countries.

On the consumer side, spending on telecoms services and devices is under pressure from the financial effect of large-scale job losses and the consequent restriction on disposable incomes. However, the crucial nature of telecom services, both for general communication as well as a tool for home-working, will offset such pressures. In many markets the net effect should be a steady though reduced increased in subscriber growth.

There are three main operators in the Republic of Ireland: Vodafone (Ireland), Hutchison 3 (= Three),
and eir (previously Meteor).

In terms of mobile broadband subscriptions, Vodafone had the largest share with 46.3 per cent. Three’s market share was rose from 37.2 per cent to 40.4 per cent while Eir’s declined to 13.1 per cent from 15.4 per cent in 2019.

4G/LTE is on 800 MHz (B20) and 1800 MHz (B3). Eir was the first to offer 4G/LTE in 2013 to be followed by Vodafone Three started its LTE network in 2014. 5G started in 2019 on eir and Vodafone on n78 (3500 MHz) in very limited areas, but so far not available on prepay plans.

Vodafone has the most subscribers in the country with a good coverage and speeds on 2G, 3G and 4G. Open Signal's most recent report also confirms Vodafone performing well in most of their categories.





Vodafone claims to cover 99% of the population by 4G/LTE in 2020. 5G has started in 2019 on n78, but is not yet available for prepaid.

Vodafone Ireland anticipates they will have 30% population 5G coverage by March 2021 thanks to new technology called dynamic spectrum sharing (DSS). The technology, provided by Ericsson’s Spectrum Sharing, will allow the mobile operator to deliver both 4G and 5G speeds on the same spectrum using existing antenna infrastructure.

By the end July 2020, Vodafone said DSS will be deployed in 57 sites across 11 counties – Cork, Cavan, Galway, Dublin, Roscommon, Kerry, Limerick, Meath, Mayo, Offaly and Wicklow. Further expansion will be rolled out in the years ahead.



After the acquisition of O2 by Three, Hutchison merged the two brands in 2015. This has been largely a re-branding exercise and the networks have been fully united in the following years. Customers of both networks have been experiencing some problems during the merger, as it requires Three to built some new base stations and all the associated back-haul capacity while they will also consolidate some of their existing sites.

3G coverage can be very good in very isolated and remote areas due to the (now defunct) NBS government subsidy to help serve these areas, but this coverage is in 3G only on 2100 MHz which gives poor indoor coverage. Three operates 4G/LTE on 1800 MHz (B3) and 800 MHz (B20) in some rural areas. Occasionally, you will be switched to HSDPA even though 4G+ coverage is present. In that case, reconnecting to the network (e.g. by going into flight mode for a few seconds) should get you connected to 4G again. Three claims to cover 97% of the population by 4G in 2020.




Eir, a trading name of Eircom, its mobile brand was Meteor until 2017. Eir has the third-largest market share in the mobile market and its parent company has the advantage of owning a nationwide fibre backbone, enabling it to offer fast data speeds at a good coverage.

In 2013, Eir became the first operator to commercially launch LTE/4G capability in Ireland. In April 2020 Eir claims 98% coverage and 99% of the population by LTE.

Eir’s 5G roll-out was also confirmed to be expanded by a further 20 towns by April of this year, on top of the 20 towns and cities already announced. The company aims to have 100 additional sites operational by the end of 2020.

Eir’s expansion of its existing 4G infrastructure was also confirmed, with the addition of 500 sites. Its aim is to achieve 99% geographical coverage of Ireland, with only three counties so far meeting this target. However, it said that its reach nationally currently stands at 92%. The company’s population coverage currently sits at 98% across Ireland. With regards to the use of Huawei for its 5G radio infrastructure,  Eir are “very happy with them as a supplier”.



In a new discussion document titled, "5G and Future Connectivity - An Emerging Framework for Irish Cities and Towns", mobile operators, telecoms vendors, and city authorities were polled. It says national and local government must be proactive and coordinated, and proposes a National Working Group to collate infrastructure assets and navigate rollout of 5G networks, for usage by the public, as well as by smart cities, enterprises, and Industry 4.0 operatives. The state-owned Electricity Supply Board (ESB) must also be closely engaged, to resolve unmetered power issues for the installation of small cells on unmetered supply.

A neutral host model, where open 5G radio infrastructure is shared by these various groups, should be followed across Ireland, it suggests. It recommends a neutral host model — available in “many flavours”, but geared so a  local authority works with a facilitating entity who manages small cells affixed to city asset — over a shared infrastructure model, where multiple equipment from different operators resides on a single city asset, and an ‘exclusive concession’, where one operator gains exclusive access to city assets.

The document states: “It is an attractive model from a local authority perspective seeing that the neutral host network will rely on single equipment and devices compared to multiple such installations. This is especially true in high footfall areas of cities and towns where there is risk of limited number of assets for installation, and potential ‘visual pollution’ from too many deployments as seen in the following graphics.”

It notes: “The neutral host model also comes with additional costs and technical risks for operators which will require a lot more upskilling across the wider telecoms sector, which are likely to be offset by reduced infrastructure and maintenance costs.”

Dublin City Council has already been trialling a neutral host model in the city’s docklands, as part of a research and industry partnership between CONNECT and Dense Air, a subsidiary of network infrastructure vendor Airspan. The project is designed to hasten network densification in support of in-building connectivity, IoT implementations, wireless backhaul and boosting carrier services.

Dense Air controls its own mid-band spectrum in Ireland, as well as in Belgium, Portugal, New Zealand, and Australia. The company provides neutral host network services “designed to improve coverage and capacity in locations that are technically difficult or commercially uneconomic to support,” according to its website.

But a nationwide neutral host strategy within Irish cities and towns would require local authorities to engage with third-party operators through the development of a public/private partnership (PPP) to help fund, operate and maintain the network for ‘open access’, notes the document. “Collaboration with a third-party operator would enable local authorities to explore opportunities to generate new revenue streams from the neutral host network,” it says.

Indeed, local authorities will play an instrumental role in Ireland’s “path to 5G”, the report says, by virtue of their operational influence and ownership of assets such as poles, ducting, and street furniture in key locations.

Verizon Highlights from their Investor Day Presentations

Verizon hosted an investor meeting with Chairman & CEO Hans Vestberg, CFO Matt Ellis and members of the senior executive team. Their presentations covered a discussion of their strategy, network leadership and 5G progress. The webcast and presentation from the event is available here.

In this post we will look at some of the slides to understand what Verizon is doing in their network. Starting with the slide shown above, you can see their planned transformation journey. In the last couple if years they have transformed the network to what they refer to as Verizon 2.0. There is a lot of improvement planned for the next few years, including scaling UWB & 5G Nationwide and expanding 5G Public & Private Edge.
Verizon will continue to extend Fixed Wireless Access (FWA) across consumer & business offering an alternative to cable and satellite broadband. New solutions, access to 3rd part cloud ecosystem, developer ecosystem and business models will provide it with an edge over rivals.
2020 commitments include driving the 5G growth, mainly deploying 5 times more 5G small cells in addition to the year-on-year increase. In addition Verizon will roll out Dynamic Spectrum Sharing (DSS) nationwide and build over 60 5G UWB mobility cities. This means that 5G would be seamlessly available, especially on the roads and the streets. Over 10 5G UWB home cities would be created with 5G NR and nextGen CPE. This means that Verizon will take the FWA fight to these places. Finally, over 10 5G commercial MEC centers would be available for next generation services.
This slide clarifies and details the points mentioned above, especially with regards to MEC (Multi-Access Edge Computing).

Finally, when Verizon claims '5G Built Right', what does that mean? It means different options for connectivity including Fiber, Wireline, Wireless and Private Networks; different Platforms including Telematics, IoT, Computer Vision and 5G Edge; different Solution including Managed Network Services, Security and Edge Apps and SaaS.
Also, 5G buillt right across every industry vertical be it Retail, Manufacturing, Venues, Healthcare, Smart Communities, Transportation, Construction or Logistics.

T-Mobile, USA: 5G, LAA & Small Cells


T-Mobile has a bold vision of providing nationwide 5G network. They have 600 MHz band available which can provide them with a nationwide 5G coverage layer but would that be enough? I have done some analysis on this topic on 3G4G blog here. They have a nice video on their 5G vision as shown below:



Recently they have also deployed a 5G tech truck to bring these benefits to end users.


According to TmoNews:

The T-Mobile Tech Truck hit the road today, beginning a journey that’ll take it across the country to help people experience the benefits of 5G as well as other tech being developed by T-Mobile. The exhibit will include connected drones, interactive displays to show how smart cities will become cleaner and more efficient, and AR and VR experiences that T-Mo says will improve how we communicate.


In addition to 5G, T-Mobile has been deploying small cells with LAA or License Assisted Access. This is helping them reach Gigabit LTE.

With Verizon and AT&T working towards 5G in high throughput mmWave band both T-Mobile and Sprint can differentiate themselves with nationwide 5G. In fact this is the main value proposition for T-Mo and Sprint merger, that they complement each other with regards to 5G bands and if they merge than US could be 5G leader.

Sprint: Small Cells and 5G

Sprint has been in news for their small cells and 5G, in addition to possible merger with T-Mobile. In a recent blog post, Jon Saw, CTO of Sprint mentioned that they have over 15,000 outdoor small cells and over 65,000 magic boxes. Here are some links regarding small cells:

Sprint are also building on their legacy TD-LTE experience to deploy massive MIMO for LTE and 5G. The fact that Sprint has a lot of 2.5 GHz spectrum will help them massively in 5G rollouts.
