No 5G in Bangladesh until 4G Succeeds

Bangladesh is one of the most densely populated countries in the world. However, economic constraints over the last few decades has resulted in under-investment in network infrastructure, with the result that the country has an under-developed fixed-line market, with the fixed-line penetration rate being the lowest in South Asia.

Bangladesh’s mobile market is also relatively under-developed, though it has experienced strong growth over the last six years. Operators have trialled 5G and the BTRC is expected to auction spectrum for 5G services before the end of 2021, aiming to provide national 5G coverage by 2026.

Slow to moderate mobile subscriber growth is predicted in coming years, with constraints to stronger growth coming from intense local competition and from additional taxes in the national budget which are expected to dampen consumer use of services.

Bangladesh has also seen a very rapid increase in mobile broadband penetration over the past five years, though it remains well below most other Asian countries. Growth is being driven by a rising number of mobile subscribers able to access faster download speeds on LTE networks. An unprecedented level of investment among operators during 2018 and 2019 extended the footprint of LTE infrastructure and laid the groundwork for operators to launch 5G services from 2021.

There are currently four mobile network operators in Bangladesh according to BTRC ( btrc.gov.bd ). TeleTalk (state-owned - Under Ministry of Post & Telecommunication), Grameenphone (joint venture with Telenor), Banglalink (by VEON - a subsidiary of Telenor) and Robi (by Malaysian Axiata Group and Indian Bharti Enterprises Ltd)

The 3 biggest private operators GrameenPhone, Banglalink and Robi have more than 95% of all customers. State owned TeleTalk is now growing. Another provider called Citycell based on GSM-incompatible CDMA was shut down in 2016/7 for not paying its dues. Airtel Bangladesh merged into Robi.

With all operators 2G is on 900 and 1800 MHz. 3G up to HSPA+ on 2100 MHz is still in the population centers mostly. In 2017 the regulator has made all licenses technology-neutral and will give out new spectrum in 2018. The three operators Grameenphone, Robi-Airtel and Banglalink have started 4G/LTE in February 2018.

Teletalk Bangladesh Ltd., brand name Teletalk (Bengali: টেলিটক) is a state-owned mobile phone company. It's the smallest operator of all mobile phone services in Bangladesh with a 2% market share caring for only 4 million out of 131 million mobile users. Teletalk provides internet & voice sevice at cheapest rate. It's service is not as good as others but trying to improve regularly. But those traveller's who want to visit Sundarban, Dublar Char Island, Katka Sea Beach, Jamtola Beach or Remote HillTrack area must carry a Teletalk SIM Card because in some area There are no network except Teletalk.

Teletalk Bangladesh limited was established keeping a specific role in mind. Teletalk has forged ahead and strengthened its path over the years and achieved some feats truly to be proud of, as the only Bangladeshi mobile operator and the only operator with 100% native technical and engineering human resource base, Teletalk thrives to become the true people’s phone – “Amader Phone”.61% of Its BTS is 4G.

Grameenphone (Bengali: গ্রামীণফোন) is also known as GP, a joint venture between Norway's Telenor and Grameen Telecom Corp. It's the largest operator in the country with a 46% market share in 2019 when it was declared dominant player by the regulator. 100% of Its BTS is 4G.

The operator announced back in Feb, the transition of 15,500 of its mobile towers across the country as 4G-enabled, to commemorate Bangladesh's 50th anniversary and reaffirming its commitment to unleash digital potential in every corner of the country.

With nationwide 4G coverage, new tower roll-out, and preparations to deploy an additional 10.4 MHz spectrum, the company is positioned to meet people’s growing need for high-speed internet and support digital services uptake in rural and urban areas for its 80 million customers and beyond.

Banglalink (Bengali: বাংলালিংক), managed by internatl. VEON is the 2nd provider in the country. It has more than 31 million customers and a 26% market share serving all 64 districts by 2G and since 2014 by 3G too. They started in Dhakar in 2013 with 3G and cover at least all towns by now. 4G/LTE started in 2018 in Chittagong and Khulna & Now available across the country. 78% of Its BTS is 4G

According to last years Open Signal report  Banglalink registered the strongest performance among the four operators. 


Robi Axiata Limited, second-ranked operator behind Grameenphone and in front of Banglalink in user number terms. Robi Axiata started 4G/LTE in 2018 in all 64 district capitals of the country. 98% of Its BTS is 4G.

Robi Axiata has announced that it has deployed 4.5G technology across its entire network comprising 13,400 mobile sites. The company revealed that 4.5G services are currently operated in the 900MHz, 1800MHz and 2100MHz bands, with plans to deploy 2,500 additional sites by the end of 2021. As of February 2021, 70% of Robi’s active subscriber base was using data services, while 4.5G handset penetration stood at 50.6%. Robi also disclosed that 4.5G service users are now consuming around 6GB of data per month.

The government aims to launch 5G technology in 2023 and make the network available in every district headquarters by 2026. None of the operators are enthusiastic about 5G at the moment. According to Dhaka Tribune:

Mobile operators said that at least 70 per cent of the country needs to be penetrated with 4G connectivity before making the big jump to 5G. Besides, less than 30 per cent of the country's registered handsets are 4G compatible, so gearing for 5G at this point needs to be discussed extensively, they said. Currently, 4G is only available in the divisional cities, with fluctuating network quality and internet speed. Thinking about transitioning to 5G now would not be wise, said telecom industry insiders.

One of the primary reasons why both 3G and 4G services failed to take off in a big way commercially was the low penetration of compatible handsets when those technologies were rolled out in Bangladesh.

And in case of 5G, the handset penetration at less than 0.1 per cent is worse than the other two technology when the mobile operators were gearing up to roll them out, meaning there is not much of a business case for them to undertake the massive investment needed for the service.

Grameenphone Bangladesh Continues to Expand it's 2G & 3G Network

Grameenphone's annual report had some interesting details about the network footprint expansion, especially the 2G and 3G network. Here are the details:

Bangladesh Mobile Sector At A Glance

Bangladesh has made significant progress in growing its economy and improving the lives of its people in the last few years. The country is now working to reach upper-middle-income country status by 2021- the year that marks the 50th anniversary of its independence. It has been able to maintain a sustained economic growth rate of 7.86% in the last fiscal year.

Backed by this impressive economic growth, the Telecom sector of the country has made remarkable progress throughout 2018. At the end of 2018, there were 88 million unique mobile subscribers in Bangladesh, making it the fifth largest mobile market in Asia Pacific and ninth largest in the world. With subscribers owning on average 1.8 SIM cards, there were a total of 159 million connections in 2018, representing connection penetration of 94.5%. The Data market has also seen significant growth of around 15% and the total mobile internet connections stood at 87 million. With 45.3% unique mobile internet subscriber, there is still potential for further growth in data services. 2018 was an eventful year for the Telecom Industry in Bangladesh. A lot of initiatives have been taken and implemented by the Government and from the Industry side as well. The Government was very keen to introduce 4G service in Bangladesh and 4G licences were offered in the beginning of 2018. All the Mobile operators launched 4G services in the 1st Quarter of 2018. At the end of the year, the 4G subscriber base reached 5.5 million, with 3G and 2G subscriber base at 61 million and 89 million respectively


The Government released more spectrum through the auction process in the 900, 1800 and 2100 MHz band and the long expected Technology Neutrality was sold to operators across the spectrum band upon payment of a one-time fee. Mobile Number Portability (MNP) was another agenda of Government that has been implemented in the 4th quarter. The country has sent its own satellite into orbit. A test trial of 5G network was also run in 2018.

Grameenphone

Grameenphone recorded a healthy growth of its subscriber base and correspondingly of reported usage. The Company acquired 7.4 million new subscribers, an 11.3% YoY growth. Adding 5.9 million internet subscribers to its network, Grameenphone closed the year with 37.1 million internet subscribers, which is 19.0% higher than that of the previous year. 51.0% of our total subscribers are using internet services on the fastest internet network in the country.

One of the most important foundations upon which we deliver services to our customers is our network. In 2018, Grameenphone made significant investment in new 4G technology, spectrum acquisition and network capacity building. The Company invested BDT 34.0 billion to rollout more than five thousand 4G LTE sites, to expand 2G and 3G coverage, to effect capacity enhancement, as well as to build higher IT readiness. In total the Company has invested BDT 347.4 billion in Bangladesh since inception. 

As one of the largest contributors, Grameenphone contributed BDT 84.2 billion to the national exchequer in 2018 which represents about 63.4% of Grameenphone’s total revenue for the year. By the end of 2018, the total contribution to the state by Grameenphone since inception reached BDT 669.5 billion.

With continued network modernisation, we reached over 5,000 4G sites at the end of the year, covering 54.6% of our sub-base under 4G. 20% of our daily traffic is now carried over the 4G network. In the quarter we rolled out 429 new 4G, 497 new 3G and 404 new 2G sites. At the end of the year we reached 14,521 2G sites and 14,687 3G sites.

In 2018, we launched our high-speed 4G LTE network. Data consumption has almost doubled since 2017 and 20%+ of our data volume is now being carried on the 4G network. 7 million unique users latched onto 4G LTE, which has an average speed of ~10 Mbps.

Grameenphone acquired new spectrum, a 4G licence and Tech neutrality on existing spectra. It was the first to launch 10MHz LTE immediately after licence was awarded by the regulator. By the end of 2018, Grameenphone rolled out ~ 5,009 LTE sites all across the country which has led the rapid growth in data consumption.

In 2018, Grameenphone reached the 72 million subscribers milestone, a true testament of the trust the people of Bangladesh have in the Company. Grameenphone was the first operator to launch a 4G network in 2018. This is a result of Grameenphone’s determination to serve its customers in the best possible way, ushering in new avenues for empowering societies by building and strengthening the country’s communication and connectivity with the rest of the world. Despite the fiercely competitive market, Grameenphone continued to contribute to its iconic status in the Bangladesh communications industry.

Overall, the year was marked by significant changes in the industry. Among these, Grameenphone closed 2018 with 3.4% year-on-year revenue growth over 2017. Strong drive in all segments of the business recorded consolidated revenue of BDT 132.8 billion for 2018. In the same timeframe, Grameenphone earned a yearly average Daily Subscription & Traffic Revenue of BDT 336.9 million, which is 7.0% up from that of 2017. The Company ended the year with 72.7 million subscribers, which represents a 11.3% sub base growth from last year.


In the framework of significant investment in new 4G LTE technology, spectrum acquisition and network capacity enhancement, data revenue continued its strong pace during the year to record 21.0% YoY growth. Rapid rollout of 4G data networks, fast proliferating mobile applications along with affordable smartphones in the market enabled internet to enter the customers’ everyday lives in newer ways. With more than five thousand LTE sites, Grameenphone received the recognition of the fastest internet network in the country by Ookla, the global leader in internet testing and ended the year with 37.1 million internet subscribers. 2018 also resonates Grameenphone’s passion for driving its vision towards inclusive empowerment of communities by leading the growth of technological services that are relevant and affordable to communities.

Bangladesh: 4G Race


Bangladesh has three main operators, Grameenphone, Robi-Axiata and Banglalink. They have a combined share of 96 per cent of the country’s mobile connections, and each recently paid $1.2 million for a 4G licence. With all operators 2G is on 900 and 1800 MHz. 3G up to HSPA+ on 2100 MHz is still in the population centers mostly. In 2017 the regulator has made all licenses technology-neutral and will give out new spectrum in 2018. The three operators have started 4G/LTE in February 2018, in parts of capital city Dhaka and other major cities.

Meanwhile the total number of mobile phone subscriptions in Bangladesh has reached 147 million at the end of January, 2018.

Grameenphone (Bengali: গ্রামীণফোন) is a joint venture between Norway's Telenor and Grameen Telecom Corp. It's the largest operator in the country with more than 65 million subscribers or an approx. 43% market share.

It started with 3G in 2013 and reaches a 90% of population coverage by 3G in 2016. Full 3G coverage is expected by 2020. 4G/LTE has started in 2018 in Dampara, Khulshi and Nasirabad in Chittagong.

Generally, they are considered the most reliable provider for internet in the country at the highest prices.  







Robi Axiata Limited is the second largest mobile phone operator of Bangladesh and the first operator to introduce GPRS and 3.5G services in the country. The company has introduced many first of its kind digital services in the country and has invested heavily in taking mobile financial services to the underserved communities in the rural and semi-urban areas.

It is a joint venture between Axiata Group Berhad, of Malaysia, Bharti Airtel Limited, of India and NTT DoCoMo Inc., of Japan. Axiata holds 68.7% controlling stake in the entity, Bharti holds 25% while the remaining 6.3% is held by NTT DOCOMO of Japan.

Having successfully completed the merger process, Robi has emerged as the second largest mobile phone operator in Bangladesh with approximately 44 million active subscribers. The merged company has the widest network coverage to 99% of the population with over 13,900 on-air sites of which over 8,000 are 3.5G sites.

At a Robi Axiata launch event on 20 February 2018, BTRC chairman Shahjahan Mahmood said: “We have started our journey with 4G from today. BTRC is also thinking about 5G. Our main aim is to ensure that the subscribers get good quality of service.”

Robi Axiata MD and CEO Mahtab Uddin Ahmed said: “We are proud to launch the long-awaited 4G service in the country today. With a greater amount of spectrum compared to our competitors, we are ready to serve the best quality 4G service to our subscribers. We are confident that with government support, we will be able to complete the Digital Bangladesh vision by 2021 powered by the blistering speed of 4G service.”


To make 4G successful in Bangladesh, he said the government should consider reducing taxes on compatible devices, lowering the duty on equipment, introducing special incentives for rolling out service in rural areas, resolving all pending VAT disputes and move to a unified licensing regime like some neighbouring countries.







Banglalink (Bengali: বাংলালিংক) is a fully owned company of Telecom Ventures Ltd, which is a 100% owned subsidiary of Global Telecom Holding. Launched in February 2005, with over 30 million subscribers over a decade, Banglalink was the catalyst in making mobile telephony an affordable option for consumers in Bangladesh. It has a 26% market share serving all 64 districts by 2G and since 2014 by 3G too. They started in Dhakar in 2013 with 3G and cover at least all towns by now. 4G/LTE started in Feburary 2018 in Chittagong and Khulna.

The initial success of Banglalink was based on a simple mission: “Bringing mobile telephony to the masses ”, which was the cornerstone of Banglalink’s strategy. 

Banglalink took the 10.6 MHz spectrum from different two bands – 2100 and 1800, with a price of Tk2,558 crore.












Teletalk Bangladesh Ltd., brand name Teletalk (Bengali: টেলিটক) is a state-owned mobile phone company. It's the smallest operator of all mobile phone services in Bangladesh with a 2% market share caring for only 4.5 million out of 147 million mobile users. Unfortunately it has been criticized for its unreliable service and general bad coverage.

The Bangladeshi government has rebranded Teletalk in March 2016 in an attempt to accelerate the operator’s financial recovery as it has generated a loss of nearly BDT 4 billion. Teletalk will get a room at every post office as part of the rebranding. Furthermore, Teletalk wants to expand its network through partnerships with private operators.

Mustafa Jabbar, minister for telecommunication and information technology, said the state-run mobile operator is likely to launch the 4G service in May.

“Teletalk has a plan to launch the service in all divisional cities with its own finance of nearly Tk 200 crore.”

Another top official of the operator said right now the operator's main aim is to take the licence. It has to pay Tk 10 crore to the regulator today for the licence.

But the top officials of the operator seem to have little idea on how they will pay the technological neutrality fee amounting to $36.2 million in order for it to become capable of running the 4G.

Without paying the neutrality fee, no operator will be able to introduce the faster data service. In fact, the fee and other dues have to be cleared before they get the licence, according to the 4G guideline.


In 2016/7 they installed 685 new 2G base transceiver stations (BTS) and 559 3G BTS, plus upgrade Teletalk’s core network. In 2018 Teletalk signed a network sharing pact with Robi Axiata to share all cell sites in the country.





The efforts to deploy 4G and the infrastructure building and increase in connectivity are indeed very positive developments in Bangladesh. We hope they will continue on this road and be well-prepared for the advent of 5G.

Brig Gen Md Wahid-Uz-Zaman, director general of Bangladesh Telecommunication Regulatory Commission (BTRC), said only 3 percent of Bangladeshi mobile users use high-end handsets and only around 10 percent of the handsets are 3G-enabled.
The LTE technology can offer far more data speed than 3G. The government issued LTE licences to three WiMax operators last year, but they are yet to launch the service.

Banglalink, the country's second largest mobile phone operator in terms of subscribers, has crossed the landmark of three crore active subscribers on Thursday.
Ziad Shatara, chief executive officer and managing director of Banglalink, confirmed the news to the Dhaka Tribune yesterday, saying: “Banglalink is proud to have reached this coveted milestone. We have made mobile telephony affordable to the people of Bangladesh.”
Only Grameenphone – which currently has 4.94 crore subscribers – had previously achieved the landmark.
According to the BTRC, the country currently has 12.68 crore active SIMs with Banglalink having 25.46% market share.
Grameenphone is the market leader with 42.33% market share, while Robi is third with 2.43 crore subscribers, which is a market share of 20.72%.
Banglalink started its operation in February 2005, when Egypt-based Orascom Telecom Holding (currently Global Telecom Holding) acquired the then Seba Telecom, which had only around 50,000 active subscribers. In 2012, Banglalink's majority share was bought by Netherland-based VimpleCom, the sixth largest mobile network operator in the world.
